As long as a wire is insulated, which length is longer than 25mm, is perferable to use for ground or connecting purpose.

Maybe i can put the sentence in another way:
" Wire should be insulated if <required wire is greater than 25 mm> or <wanted wire is liable to short between lands or components>."
